Made by the Governor for the issue of Permits under Section 7 of the Religious Ceremonies Ordinance, 1886 (No. 9 of 1886.)
Registrar General to issue Permits.
Applications to go
Manner of issuing Permits.
1. The Registrar General or his Deputy is hereby authorised to issue the several Permits required under Section 7 of Ordinance 9 of 1886. No procession not justified by established precedent is to be allowed except with the express consent of the Governor.
2. Applications for such Permits shall be made to the Registrar General, who, when necessary, will transmit them to the Captain Superintendent of Police for his observations.

3. The Governor, after receiving the recommendation of the Captain Superintendent of Police on the subject, will determine the time for the firing of Crackers during the Chinese New Year season. The notice fixing such time shall be published by the Captain Superintendent of Police as heretofore.

4. The Registrar General shall forward, forthwith, to the Captain Superintendent of Police a copy of every Permit issued by him.

1. PROCESSIONS,----
Conditions to be printed on Permits.
(a.) When passing any Church, Hospital, or Court, the beating of Gongs and the playing of Music must cease.
(b) The Procession is to be so conducted as not to interfere in any way with the public footpath, or take up the whole of the roadway. All Police requirements as to stopping or moving on, or facilitating traffic are to be obeyed.
2. ERECTION OF SHEDS,--
(a) No Fireworks or other inflammable articles to be kept in any shed. (b.) Proper provision to be made to the satisfaction of the Registrar General for the extinction of fire, such as a supply of water, and appliances for procuring and using the same.
3. FIREWORKS,---
(a.) No Bombs to be discharged.
(b.) No Fireworks to be let off at or near any place where inflammable materials are stored.
4. THEATRES,-
(a.) The Theatre to close not later than 11 p.m. daily.
(b.) No Performance to take place on a Sunday,
(c) The requisite appliances for the extinction of fire to be kept at hand.
(d.) Proper arrangements to be made for the escape of the audience in the event of an outbreak of fire.
(e) The doors of the Theatre all to open outwards.
(f) Sanitary arrangements to be made to the satisfaction of the Sanitary Inspector.
